Dubbed budget 2020 in keeping with tradition, the announcement contained\na detailed account of the government\u2019s income and expenditure for the upcoming\nfiscal year, running from April 1 to March 31. <\/p>\n\n\n\n<p>If Sitharaman\u2019s maiden budget last year was\nconsidered critical for the Indian economy, budget 2020 is even more so. With\nconsumption dipping to new lows, with a job crisis looming in closer, and with\nseveral industries facing real and potential losses due to slowing demand among\nthe general public, this is the budget that could make or break the country\u2019s\neconomy.<\/p>\n\n\n\n<p>Expectations around this year\u2019s union budget\nincluded income tax relief, several sector-specific reforms, infrastructure\ninvestments, and GST rate cuts. Now that it has been presented, here\u2019s looking\nat some of the highlights of budget 2020.<\/p>\n\n\n\n<p><strong>Fiscal\ndeficit target<\/strong><\/p>\n\n\n\n<p>The fiscal deficit projections were raised\nto 3.8% of the GDP for 2019-20, as opposed to the initially budgeted 3.3%.<\/p>\n\n\n\n<p>For 2020-21, the fiscal deficit target has\nbeen set at 3.5% of the GDP.<\/p>\n\n\n\n<p><strong>Personal\nincome tax amendments<\/strong><\/p>\n\n\n\n<p>Income tax relief for individual taxpayers\nhas been long overdue. Budget 2020 has finally touched upon this fundamental\narea. The salient points with regard to income tax relief are listed here.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A new\nscheme of personal income taxation shall be introduced, with revised tax rates.<\/li><li>This\nnew scheme shall be optional.<\/li><li>Taxpayers\nopting for the new scheme of taxation shall be eligible to pay tax at reduced\nrates, provided they do not claim any deductions or exemptions.<\/li><\/ul>\n\n\n\n<p>Here\u2019s how the new income tax rates proposed\nin this budget compare with the earlier rates of tax.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"\"><tbody><tr><td>\n  <strong>Income\n  slab<\/strong>\n  <strong>(in\n  rupees)<\/strong>\n  <\/td><td>\n  <strong>Rate\n  of tax as per old scheme<\/strong>\n  <\/td><td>\n  <strong>Rate\n  of tax as per new scheme<\/strong>\n  <\/td><\/tr><tr><td>\n  5,00,001 to 7,50,000\n  <\/td><td>\n  20%\n  <\/td><td>\n  10%\n  <\/td><\/tr><tr><td>\n  7,50,001 to 10,00,000\n  <\/td><td>\n  20%\n  <\/td><td>\n  15%\n  <\/td><\/tr><tr><td>\n  10,00,001 to 12,50,000\n  <\/td><td>\n  30%\n  <\/td><td>\n  20%\n  <\/td><\/tr><tr><td>\n  12,50,001 to 15,00,000\n  <\/td><td>\n  30%\n  <\/td><td>\n  25%\n  <\/td><\/tr><tr><td>\n  Above 15,00,000\n  <\/td><td>\n  30%\n  <\/td><td>\n  30%\n  <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>For income up to Rs. 5 lakhs, no tax shall\nneed to be paid under the old and the new scheme. Furthermore, the Finance\nMinister also proposed that around 70 of the 100+ deductions and exemptions\nprovided in the Income Tax Act, 1961, are to be scrapped in an attempt to\nsimplify the tax regime.<\/p>\n\n\n\n<p><strong>Corporate\nrelief and tax rate cuts<\/strong><\/p>\n\n\n\n<p>Budget 2020 also gave some tax relief\nmeasures for the corporate sector. Some highlights are lister here.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>New\ncompanies in the power generation sector shall be taxed at a nominal rate of\n15%.<\/li><li>The\nturnover threshold limit for mandatory audit has been raised from Rs. 1 crore\nto Rs. 5 crores.<\/li><li>To\ntackle the increasing incidence of building criminal liabilities for civil\noffences, the Companies\u2019 Act is to be amended in an effort to decriminalize\ncivil offences.<\/li><\/ul>\n\n\n\n<p><strong>GST\nrate cuts<\/strong><\/p>\n\n\n\n<p>While the highlights of budget 2020 included\nno specific references to GST rate cuts, Sitharaman did hint at possible relief\nin the near future, once the government has had some time to look into the\nareas where GST rates can be lowered.<\/p>\n\n\n\n<p><strong>Dividend\nDistribution Tax (DDT)<\/strong><\/p>\n\n\n\n<p>As expected before the budget was presented,\nthe government has abolished Dividend Distribution Tax. Salient points in this\nregard are as follows.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Companies\nshall no longer be required to pay DDT.<\/li><li>Instead,\ndividend income shall be taxed in the hands of the shareholders as part of the\nincome slab applicable to them.<\/li><\/ul>\n\n\n\n<p><strong>Ease\nin Compliance<\/strong><\/p>\n\n\n\n<p>In an attempt to simplify compliance and\nmake the process of tax assessment and payments easier, the Finance Minister\nproposed several measures. Some of the main highlights in this regard follow.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Taking\ninspiration from faceless assessment, the Income Tax Act shall be amended to\ninclude faceless appeals as well.<\/li><li>GST\nreturns shall be simplified, with features to support SMS-based filing and\nimproved input tax credit flow.<\/li><li>There\nshall be an option to prefill the tax return to make filing easier.<\/li><\/ul>\n\n\n\n<p><strong>Healthcare<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Mission\nIndradhanush is to be extended to cover new diseases and support the\ndevelopment of 5 new vaccines.<\/li><li>New hospitals\nshall be set up under viability gap funding to look at areas where there are no\nmedical care. This will be done via a public-private partnership.<\/li><li>The <em>TB Harega, Desh Jeetega<\/em> campaign will be\ngiven prominence, so the government can end the incidence of TB in the country\nby 2025. <\/li><\/ul>\n\n\n\n<p><strong>Tourism<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Five\narchaeological sites are to be developed with on-site museums on site in the\nfollowing areas: Rakhi Gadi in Haryana, Hastinapur in UP, Dholavira in Gujarat,\nShivsagar in Assam and Adichanallur in Tamil Nadu.<\/li><li>A tribal\nmuseum is to be set up in Ranchi, Jharkhand.<\/li><li>A\nmaritime site is proposed to be set up in Lothal.<\/li><li>The FM\nannounced that 100 more airports will be developed under UDAN by 2024.<\/li><\/ul>\n\n\n\n<p><strong>Agriculture<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The\nFinance Minister hopes to double the income of farmers by the year 2022.<\/li><li>A\n16-point action plan was unveiled to promote farm-based activities in\nconjunction with the state governments. The plan touched upon measures for\nsolving various water-related issues, setting up of solar pumps, use of organic\nfertilizers, and storage and logistic requirements.<\/li><li>The\nbudget also focused on setting up of Kisan Rail by the Indian Railways under\nthe Public-Private-Partnership (PPP) model. The scheme is likely to help\nfarmers safely transport perishable goods without risking spoilage.&nbsp;&nbsp;&nbsp;&nbsp; <\/li><li>The Budget\nproposes to expand the NABARD Refinance scheme by increasing the agricultural\ncredit availability to up to 15 lakh crores.<\/li><\/ul>\n\n\n\n<p><strong>Education<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The\nFinance Minister stated that discussions are underway with the various states\nwith respect to the introduction of New Education Policy (NEP), and that the\npolicy shall be announced soon.<\/li><li>The\nGovernment is likely to enable FDI in education to boost the sector.<\/li><li>By\nMarch 2021, 150 higher education institutes to have various apprentice\nprogrammes.<\/li><li>Urban\nlocal bodies in various states to provide newly qualified engineers with a job\nopportunity for a year.<\/li><li>The\nGovernment will work to promote \u2018Study in India\u2019 by conducting INDSAT exams for\nAsian and African students to provide scholarships.<\/li><\/ul>\n\n\n\n<p><strong>Budgetary\nallocations<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"\"><tbody><tr><td>\n  <strong>Purpose<\/strong>\n  <\/td><td>\n  <strong>Amount of Budget Allocation<\/strong>\n  <\/td><\/tr><tr><td>\n  Agriculture, Irrigation, and\n  Allied Activities\n  <\/td><td>\n  Rs. 2.83 lakh crores\n  <\/td><\/tr><tr><td>\n  Jan Aushadhi Scheme\n  <\/td><td>\n  Rs. 69,000 crores\n  <\/td><\/tr><tr><td>\n  Swachh Bharat Scheme\n  <\/td><td>\n  Rs. 12,300 crores\n  <\/td><\/tr><tr><td>\n  Jal Jeevan Mission\n  <\/td><td>\n  Rs. 11,500 crores\n  <\/td><\/tr><tr><td>\n  Education\n  <\/td><td>\n  Rs. 99,300 crores\n  <\/td><\/tr><tr><td>\n  Skill Development\n  <\/td><td>\n  Rs. 3,000 crores\n  <\/td><\/tr><tr><td>\n  Development of Industry and\n  Commerce\n  <\/td><td>\n  Rs. 27,300 crores\n  <\/td><\/tr><tr><td>\n  Power and Renewable Energy\n  Sector\n  <\/td><td>\n  Rs. 22,000 crores\n  <\/td><\/tr><tr><td>\n  BharatNet\n  <\/td><td>\n  Rs. 6,000 crores\n  <\/td><\/tr><tr><td>\n  National Mission on Quantum\n  Computing and Technology\n  <\/td><td>\n  Rs. 8,000 crores\n  <\/td><\/tr><tr><td>\n  Nutrition-related programs\n  <\/td><td>\n  Rs. 35,600 crores\n  <\/td><\/tr><tr><td>\n  Women-linked programs\n  <\/td><td>\n  Rs. 28,600 crores\n  <\/td><\/tr><tr><td>\n  Senior Citizens\n  <\/td><td>\n  Rs. 9,500 crores\n  <\/td><\/tr><tr><td>\n  Promotion of Tourism\n  <\/td><td>\n  Rs. 2,500 crores\n  <\/td><\/tr><tr><td>\n  Plans for Clean Air\n  <\/td><td>\n  Rs. 4,400 crores\n  <\/td><\/tr><tr><td>\n  Hosting G-20 residency in the\n  year 2022\n  <\/td><td>\n  Rs. 100 crores\n  <\/td><\/tr><tr><td>\n  <strong>TOTAL<\/strong>\n  <\/td><td>\n  <strong>Rs.\n  6,22,100 crores<\/strong>\n  <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><strong>The\nTakeaway<\/strong><\/p>\n\n\n\n<p>Budget 2020 focused greatly on public-private partnerships. The FM divided her speech into three primary themes, namely Aspirational India (dealing with agriculture, healthcare, and rural development), Economic Development (focusing on yielding more space for private sector), and Caring Society (centered on a society that\u2019s humane and compassionate). <\/p>\n\n\n\n<p>Budget 2020 also delivered some landmark announcements that were anticipated greatly, particularly with regard to personal tax rate cuts and corporate relief.
