A person planning to invest in a plot of land in India should therefore be aware of – what is a Khasra numberand other critical terms associated with it. For instance, what is a Khata number? Khasra is a Persian term that implies a unique number assigned to a plot or a piece of land in a rural area. It is also called a DAG number. A plot or survey number is assigned to identify land in urban India. Likewise, an identification number gets assigned to a plot or a piece of land in rural areas across the country. This unique identification number is the Khasra number. The local revenue department authorities allocate the Khasra number to the relevant rural area.
The buyer can get the information about the Khasra number from a document called ‘Sharja.’ A Sharja is a complete map of the entire land in a village. It is an important document, as this map is considered for assigning the Khasra number to each piece of land in that village. A Lehkpal prepares the Sharja, while a Patwari is designated to provide the Khasra number and update land records accordingly.
A buyer must know that a Khasra number and the plot number need not always be the same. If the plot or piece of land gets subsequently divided, sold, or gifted, then the Khasra number changes accordingly.
To better understand the Khasra number of land, where land gets divided, sold or gifted post mutation of the transaction, consider the example below.
Suppose for a plot of land, 54 is the assigned Khasra number. The land later gets divided into three parts. So, the three parcels of land will have Khasra numbers allotted as 54/1, 54/2 and 54/3.
A Khasra number is needed to get rights over a property in a rural area. Through a Khasra number, a prospective buyer can get exhaustive details about a plot over the last 50 years, including details of
· Plot ownership over the last 50 years
· Plot area
· Quality of the soil on the said plot
· Land cultivation pattern
· Plot’s geography
· Number of trees within the vicinity of the plot
· Leases and mortgages on the plot
· Any official communication related to the plot
Through knowledge of the Khasra number of land, prospective buyers and revenue authorities can prevent land fraud and other unauthorized activities to a great extent in the rural sector in India. Similarly, a Khasra number holds relevance even when taking a home loan, as it gets checked before approval. A Kasra number helps the lender evaluate a prospective buyer’s creditworthiness and their properties.
Another key term associated with land records in the rural sector is the Khata number. Now, what is a Khata number? Also known as the Khewat number, it implies joint ownership of a plot or a piece of land. With the Khata number, any person can know the current joint owners of a parcel of land and their total land ownership. Like how the Khasra number works, a Khata number is also not fixed for any plot or piece of land. When any joint owner sells a property, the Khata number gets re-assigned. For example, suppose a husband and wife jointly own a piece of land with the Khata number assigned as 10. They sell it to other individuals with Khata number 7. In that case, the new landowners will have updated Khata number 10 assigned.
A Khasra number can be obtained both online and offline. In India, now most states have adopted digitized land records. As such, the Khasra number can be easily obtained by visiting the official website of the revenue department of the state.
Each state would have its land record name and website link. For example, in the State of Karnataka, the land record is called Bhoomi.
